On July 26, 2023, David Charles Grusch — a decorated United States Air Force combat veteran with 14 years of service, a former senior intelligence officer at the National Geospatial-Intelligence Agency, and the NRO's representative to the DoD UAP Task Force — testified under oath before the House Oversight Subcommittee on National Security, the Border, and Foreign Affairs. His testimony constituted the most significant public disclosure of classified UAP program claims by a credentialed intelligence official in the history of the United States government. Grusch testified that the United States government has for decades maintained illegal, unacknowledged special access programs involving the retrieval and reverse-engineering of non-human origin spacecraft and biological material. He stated that he had been directly informed about these programs through official channels during his work on the UAP Task Force, and that he had subsequently filed a classified whistleblower complaint with the Intelligence Community Inspector General — which was found credible and urgent — and an unclassified version with the congressional intelligence committees.
