Event Description

On July 26, 2023, David Charles Grusch — a decorated United States Air Force combat veteran with 14 years of service, a former senior intelligence officer at the National Geospatial-Intelligence Agency, and the NRO's representative to the DoD UAP Task Force — testified under oath before the House Oversight Subcommittee on National Security, the Border, and Foreign Affairs. His testimony constituted the most significant public disclosure of classified UAP program claims by a credentialed intelligence official in the history of the United States government.

Grusch testified that the United States government has for decades maintained illegal, unacknowledged special access programs involving the retrieval and reverse-engineering of non-human origin spacecraft and biological material. He stated that he had been directly informed about these programs through official channels during his work on the UAP Task Force, and that he had subsequently filed a classified whistleblower complaint with the Intelligence Community Inspector General — which was found credible and urgent — and an unclassified version with the congressional intelligence committees. He stated he had suffered professional retaliation as a result of these disclosures.

Grusch declined to provide specific program names or locations in the public hearing, stating this information was classified and he was willing to provide it in a classified setting. He confirmed under questioning from Representative Tim Burchett that non-human 'biologics' had been recovered. He stated that colleagues had been harmed — in some cases killed — in connection with the secrecy surrounding these programs, though he acknowledged he could not personally verify all specific claims made to him by sources. He also confirmed that the programs had been concealed from Congressional oversight, which he described as illegal under federal statute.

Retired Navy Commander David Fravor and commercial pilot Ryan Graves testified at the same hearing, providing corroborating testimony about UAP performance characteristics from direct observation. The hearing was broadcast live and viewed by millions. The Senate subsequently passed the UAP Disclosure Act in the National Defense Authorization Act for FY2024, creating a review board to assess classified UAP records for public release — directly analogous to the JFK Records Review Board of the 1990s. Grusch's allegations have not been officially confirmed or denied by the Department of Defense.
